Pointing to the significance of decentralization policy in the executive programs of the country, the mayor of Qom said that unfortunately, we are witnessing centralization and the reduction of urban management powers in the new law on sustainable revenues of municipalities.
Dr. Seyyed Morteza Saghaiannejad made the remarks at the 58th public and official session of the Qom Islamic City Council.
Referring to the new law of municipalities in the field of sustainable revenues, he stated that there were several points in this law that were very basic and should be closely examined.
He considered this whole law to cover 5% of the sustainable incomes and expenses of municipalities.
The law that we have been waiting for since 1984 covers only 5% of the income and expenses of the municipalities, and there is no executive guarantee for its important parts, and some cases have not been concretely realized until today, he added.
The mayor of Qom clarified the centralization in the new law and underlined that 6 programs have been implemented in the Islamic Republic that emphasize decentralization and the government has delegated powers to governors, but it has not yet been delegated to city management and city parliament, and currently the proposed integrated city management is seen as centralization.
